Indian River referendum fails with 53% voting against tax hike to support district growth

Indian River’s referendum failed in a very close vote Thursday.

Less than a week after the Smyrna School District’s residents voted down a $5.4 million operational referendum that would increase taxes $277 annually to the average homeowner, the Indian River School District had the same fate.

Indian River, which had its first operational referendum in eight years Thursday, was seeking $22.3 million, which would result in a $289 increase in taxes annually for the average homeowner.

4,749 (46.7%) voted for the proposal, while 5,424 (53.3%) voted against it.

“We are obviously disappointed with the result of the referendum but understand that this is part of the school funding process in Delaware,” Superintendent Dr. Jay Owens said. “We certainly respect the opinions and wishes of our public and understand the uncertainty caused by the recent property reassessment and rising residential energy bills.”

However, he said, without the passage of a current expense referendum, the district faces difficult decisions regarding staff and programs.

“As expenses continue to outpace revenue and cause further deficit spending, our administration and Board of Education will explore numerous options, including hosting another referendum in 2025,” he said. “Despite this setback, we will continue to strive to provide our students with premier educational services.”

The referendum would have provided funding for increased operating costs and the recruitment and retention of staff.
