DOVER – The Capital School District Board of Education has appointed Dr. Victoir T. Cahoon as its new Superintendent of Schools, effective immediately.
Cahoon, who has served as interim superintendent since the start of the 2024-2025 school year, brings over 30 years of educational leadership experience to his permanent role.
“His proven leadership, innovative vision, and unwavering dedication to students, staff, and families make him the ideal person to lead Capital School District into the future,” said Felecia Duggins, president of the Capital School District Board of Education. “We are excited about the direction the district will take under his guidance.”
Cahoon joined the district in February 2023 as Assistant Superintendent of Learning and Innovation before stepping into the interim superintendent role.
Throughout his career, he has held various positions, including middle school math teacher, assistant principal, and principal at all educational levels. His leadership experience spans both New Jersey and Delaware.

During his tenure at previous schools, Cahoon was instrumental in achieving recognition for academic excellence.
Under his leadership, his schools received multiple accolades, including being named a Top Ten School in Delaware by the Johns Hopkins University Center for Talented Youth and earning a Commendable and Superior School designation from the Delaware Department of Education.
Additionally, his advocacy for trauma-informed practices helped Bayard School earn the Governor’s Compassionate Champion Award in 2020.
“I am truly honored to serve as Superintendent of Capital School District,” Cahoon said. “I believe in our district’s potential and dedication to educational excellence. With talented educators, dedicated staff, and incredible students, I’m focused on strengthening our school and district culture while enhancing learning experiences for all students.”
Cahoon’s academic credentials include a Doctor of Education degree from Wilmington University, a Master of Arts in Educational Administration and Supervision from Saint Peter’s University, and a Bachelor of Arts in Business Administration from Cedarville University.
He said he focused on fostering a culture of achievement, growth, and success throughout the district, ensuring every student has the support and opportunities needed to succeed.
