After a public service career spanning 40 years, Robert M. Coupe is stepping down as Delaware Marijuana Commissioner to work in the private sector. Coupe played a vital role in shaping Delaware’s marijuana industry by forming and leading the new Office of the Marijuana Commissioner (OMC), which oversaw the establishment of a regulated adult-use recreational marijuana market under Delaware’s Marijuana Control Act that took effect in August 2023. Coupe’s public service is highlighted by leadership positions across many Delaware agencies, including as Superintendent of the Delaware State Police (DSP), Cabinet Secretary at the Department of Safety and Homeland Security, Commissioner of the Department of Correction, Chief of Staff at the Department of Technology and Information (DTI) and Chief of Staff with the Delaware Department of Justice.
